Finance and Accounting Manager

Summary of Responsibilities

Manages the day-to-day operations of general accounting, budgeting, asset accounting, project accounting, cash management, and payroll functions.  Oversees or performs the calculating, posting, verifying, and inputting duties to obtain and record financial data for use in maintaining accounting and statistical records.  Prepares monthly financial statements and related reports and materials for meetings of the Texas RE Board of Directors, and/or external reporting to regulators.  Ensures company accounting procedures conform to generally accepted accounting principles.  Works with external firm, coordinating the filing of informational tax returns with appropriate governmental agencies.  Responsible for maintaining the company’s accounting system.

Essential Job Functions  

  • Directs and coordinates the company financial planning and budget management function
  • Reviews, interprets, and generates recommendations relating to the corporate financial performance
  • Reviews and evaluates the performance of key processes involved in the completion of all financial transactions with dual objectives of maintaining appropriate internal and financial controls while also running the processes in a cost-effective and efficient manner
  • Ensures that the cash management processes are effective and company disbursements and investments are transacted in accordance with company policy
  • Prepares work papers for external audits and provide additional assistance needed by external auditors to complete the annual audits
  • Ensures the timely processing of payables and receivables
  • Oversees payroll, and tax contribution payments, in conjunction with the company’s payroll
  • Prepares periodic financial statements and related footnotes and provides interpretive analysis
  • Develops, prepares, and analyzes reports comparing actual to budgeted financial results.  Analyzes revenue and expense trends and communicates findings to management along with recommendations for improvement. 
  • Creates and maintains policies and procedures related to control of company assets and the proper completion of financial transactions
  • Analyzes all capital expenditure requests by all departments and records fixed assets and depreciation of those assets in company financial records.  Additionally, protects assets by establishing, monitoring, and enforcing internal controls. 
  • Records all company financial transactions timely and accurately
  • Regularly reconciles accounts and maintains communication with the management team, providing relevant fiscal information
  • Creates and maintains financial policies, procedures and records to ensure there are adequate controls over company assets
  • Coordinates the development of the annual Texas RE Business Plan and Budget
  • Responds to all North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC) finance and budget related directives and requests as required
  • Responsible for hiring, coaching, training, and performance management of staff
  • Reviews and approves staff timesheets and leave requests

Education and Experience Requirements

  • Bachelor’s degree in Accounting, Finance, Economics or related field
  • Certified Public Accountant (CPA) preferred
  • Minimum 7 years (in excess of degree requirements stated above) of progressively responsible experience in accounting or financial area
