    Description of the ERCOT region served by Texas RE

Overview

Texas Reliability Entity, Inc. (Texas RE) is a Texas non-profit corporation.

On July 20, 2006, the North American Electric Reliability Corporation (NERC) was certified as the Electric Reliability Organization (ERO) in the United States, pursuant to Section 215 of the Federal Power Act of 2005. Included in this certification was a provision for the ERO to delegate authority for the purpose of proposing and enforcing reliability standards by entering into delegation agreements with regional entities.

Texas Regional Entity began operations on April 19, 2007, when the Federal Energy Regulatory Commission (FERC) accepted the delegation agreements between NERC and eight regional entities in North America.

Texas Reliability Entity, Inc. was formed on January 1, 2010 to become the successor regional entity for the ERCOT region.  The current Amended and Restated Delegation Agreement and  Business Plan and Budget for Texas Reliability Entity, Inc., are attached below.   

Texas RE operates within the geographic boundaries of the ERCOT region. The ERCOT region is located exclusively within Texas and represents 85 percent of the state’s electric load and 75 percent of the Texas land area. Texas RE is independent of all users, owners, and operators of the bulk power system.

Texas RE’s mission is to monitor, report, and enforce compliance with the NERC Reliability Standards by all users, owners, and operators of the ERCOT bulk power system; develop regional variances or standards that implement, add details to, or go beyond NERC Reliability Standards; and monitor and report compliance with ERCOT Protocols and Operating Guides.
