Balancing Control and Disturbance Control Compliance
Texas Reliability Entity, Inc. (Texas RE) reports to the North American Reliability Corporation (NERC) the Electric Reliability Council of Texas (ERCOT) regional metrics for two resource and demand balancing (BAL) reliability standards.
For BAL-001, Real Power Balancing Control Performance, Texas RE reports CPS1 (Control Performance Standard 1) metrics. The standard’s purpose is to maintain interconnection steady-state frequency within defined limits by balancing real power demand and supply in real-time.
ERCOT currently has a waiver for the BAL-001 requirements for CPS2. The Federal Energy Regulatory Commission has ordered that a regional standard be developed for the ERCOT regional difference. The detail of the determination is found in FERC Order No. 693, paragraphs 313-315. The SAR-003 Standard Drafting Team is currently working on this.
For BAL-002, Disturbance Control Performance, Texas RE reports DCS (Disturbance Control Standard) events. The standard’s purpose is to ensure that, following a disturbance, the balancing authority is able to use its contingency reserve to balance resource and demand and return interconnection frequency within defined limits. A DCS event is defined as loss of 80% or more of the single largest resource.
